Google was not indexing my website since last 1 month so I increased the speed of indexing in sitemaps. Will that help?

I don't think it will matter. It will only alter the speed at which the google bot will crawl your pages once it reaches your website not the spped at which it will get to your site in the first place. Keep adding back links to your site and you will start getting indexed more quickly. Also be sure to change content on some of your pages or add new content daily.

So if my website delivers the pages slow, I should slow down the speed?

I dont think that would help. Only that if you could have you new page links on high traffic websites, that would have helped.
