    I don't understand. What is the hover effect? Is it the pop-up below (the info box) when the mouse hovers over the avatar at the top of it?

    No. It pops up when you click on the small avatar. I want to know how Google does this.

    It's javascript

    They have an event for when you hover the image and it then shows the box. When you move away it is hidden.
