    When you buy a vacuum cleaner you get a guarantee, when you buy a car you get a guarentee. However, when someone gives you something for FREE, you don't.

    NO Google do not guarantees any payment. IF the other advertiser do not pays them then you are not going to be get paid from Google's pocket :)
