I submit 5400 link but only index 900 link, how do solve this problem? all link is good and it's working
Do you have backlinks? Are they good or bad? By that, I mean are they from spam sources or credible ones. Is there any duplicate content? Is it for a new site new or an old one? With a newer site it might take a lot more time until pages are indexed. Build up links to your site, including deep ones. Have you checked Google Webmaster Tools for any crawl or HTML errors? Are you blocking crawling/indexing for any parts of the content with rel=nofollow, robots.txt or robots meta tag? "all link is good" - what does that mean? Can all content be accessed without hindrance? Are you even just being impatient? Some thing for you to think about. Investigate these and resolve any issues you find. If you still haven't been able to resolve your problem, update the thread with your findings.

If you go through the rest of the things in my post, you'll find your answer (it seems your site is new, which is part of the reason). E.g. backlinks, crawl errors. Also, make sure your page load speed is good. Don't just dump a load of content out there at once, but feed it out daily (or every few days), so GoogleBot has a reason to come back. (I assume your CMS automatically notifies search engines when new content is submitted (not just pings about content, but also the sitemap). Make sure you have textual on-page content, so the pages are more unique, rather than very little text.
Its not guaranteed that all of your site's links will be indexed in Google. Even Google says it officially that they don't guarantee of indexing all of your links.
