From My experience, Google is most relaxed company when it comes to giving adsense account. Sometimes it is easier than getting say an adBrite account also. I got the account approval in 24 hours. From my experience following are the cases when adsense do not approve you 1) If your site contains any offensive contents ( interns of Religious or Social or anything that might be provocative) or pornographic item 2) If your site has absolutely No contents 3) If the first page of your site is Registration/Login Page 4) If more than 60% of the contents from your site are copy /paste or plagarised 5) If your account is somehow related to already banned account ( your spouse or close relative) 6) If your site is an AdSense site which generates random contents just to show ads and have nothing informative. 7) if you have applied for adsense with [site under construction] 8) If the content of your site is absolutely nonsense. If you do not meet any of the above criteria, feel unlucky. But from my experience I can say very few people are proven unlucky by google Algorithm.
Well, sometimes Google can also be very funny in the way they approve accounts. But what I have had success with in the past and still having success with is using blogger.com and hubpages.com.
