I wonder how effective/ targeted are the ADs shown on the sites, using this service of google (http://www.google.com/domainpark/)

Many of th epopular domain marketplaces uses this service and how far the traffic from these sites prove their worth. The may result in Poor ROI than the content network.

Some generic domains like skoop.com ( jus an e.g) how will google target ads on this parked domain ?

    jus my thought..

Your site needs to have a minimum of 750,000 page views per month to be involved in googles domain parking. Now if you have a domain named something like free.com then you will probably get that many page views. A name like skoop.com may get 1 or 2 views a month. Thus the site free.com will be easy for google to target ads for. Simply place ads with free as the keyword. Skoop would not be approved for googles domain parking and so would not have to be targeted for ads.

Yea, it's really not even worth considering unless you know they would actively want to have your domain included. Big big page views only.
