I just started using adwords, and my max for the day was exceeded by over 20% today. Now it's not a problem seeing as my max was low, but when it's not... 20% can be a huge number... Does Google not actually stop at the max amount per day?
With all the different datacenters it's nearly impossible. There's a time lag involved. Over 20% they refund you the overage.

According to me Incase ur budget is $50 and at a moment of time u have recieved clicks worth $49. Still $1 is here to be spent and google waits a bit before making ur ads invisible. In the meantime if some clicks come they are charged by google. and thats genuine enough. I dont think they ll refund it. They refund just incase they view some click fraud. Solution is to lower to keep ur budget a bit lower than what u exactlly want it to be
