Its a theory, forget about it, its not working like that.
You dont loose PR by linking to other sites, you only give them PR.

Yah... you're right, even directory site that almost all are outbound link are not being penalized... I guess you will be penalized only if you link to useless sites.

They are not handled differently. This is a common myth that has been disproved.

But well i heard that, ones PR does get diluted in case of outbound links.

its a cause and an effect theory, which works both ways

Outbound links dilute the amount of PR you have to pass on to your internal pages.

Dont use nofollow if you want google to trust you, nofollow tag is for not trusted links in blogs and so on. Do you want to tell Google that you dont trust your own links ?
And outbound links does not dilute the amount of PR you have to pass because you dont pass PR. You keep PR. Pages you link to get a % of the PR, but you dont loose any PR because of that.

Not quite a true assessment of rel='nofollow'. It was inspired as a method to stop blog spam but its intended use is to tell the search engines not to follow any link in general (and pass PR in Google's case).

I agree, if this nofollow will cause someone a trouble then SE should not introduce it.
