Its happened before... its because I was using an automated backlink checker

Should I clear my cookies? Thats what has worked in the past

I just tried doing it from Tools --> Internet Options and delete everything

But its still not working... I re-booted too

Is there another way to cleare my cache cookies etc?

If you mean that your google toolbar with the PagRank meter...when you click the meter and then select backwards links does not work, it is usually a time thing rather than cookies or cache. If you make too many queries it blocks you somehow temporarily. Exactly how long I'm not sure. It happened to me when I used firefox addon seoquake. If you were using that addon, that was probably why. Turn it off or disable it when not using it, and slow down with the search and queries. If you were using something else I have no idea.

It happened with me too. Toolbar just won't show any PR.
I had to uninstall and re-install the toolbar.

If your ISP allocates IP addresses dynamically, you could try logging off the ISP, then waiting a quarter hour or so and log on again. You should have a new IP address which may allow you to use the service if they were blocking by IP.

And as gameutopia said, slow down with the queries. Google gets the grumps when people overload their services.
