Google definition of 'unique'

What does Google consider unique? Once every 12 hours? Or 24 hours? Per page, or on the whole site?
If a visitor clicks an ad on Page 1, then later comes back and clicks on Page 5, are they both unique because they are different pages? What if they click one page on site1.com, then another one later on Site2.com? They are both in the same AS account, just diff domains.

It is per click I believe, but if your CTR is to high, I am sure they will look into it.

I'm in the East end, almost in Pickering.

So, if it's per click, it wouldn't help to send the same people to my other site if they have already clicked something ... just trying to figure out how to get more clicks out of people :) I just I better stick to getting more traffic.
