why is everyone acting like YPN is so great? and paying a lot for invitations? and why are they banning small sites? I thought it was basically the same kind of program as adsense? can someone elaborate on this

They pay out more and aren't quite as strict with their rules, apparently. I haven't used YPM myself but that's what I've heard.

why is it so hard to be a publisher on YPN? are they still beta testing or just dont want to bother with small sites?

Or they might just be taking their time in reviewing your site... I'm just looking at the brighter side. :)

YPN is pays a lots more, less targetted & has more relaexed as compared to Google adsense. I would love to try YPN, but the only problem is that I am not from US.

True and you don't get the cold boot when you're in violation -- some have though, but they give you a warning and they have a warning section in your control panel when you login.

YPN may pay more, but lately, their rates have dropped and their targeting is always bad. With Adsense, you may get less per click, but more clicks total.

Overall, you can earn more with Adsense, at least for now, when YPN is in Beta and their targeting blows.

Good point there from truongn2. Also, I'm not sure if it is a good idea to limit the application of YPN on US-based Sites or applicants only. It may be good for Conversion Rates, but it won't matter too much if there are only few sites who's going to host their ads.
