IF you've checked some other threads the answer is "NO". Google checkout as far as I know is in beta and available to US citizen only.
That would be US residents only. US citizens living in the UK with a UK address would not be allowed.
It's free. No fees until end of 2007. It does take almost a week before funds hit your bank account as Google holds them for 2-3 business days before initiating transfer. It's best for selling physical shipped goods but can be used for software... but you can't do automatic downloads after payment.
Google now charges for processing fees 2% + $0.20 per transaction. They also offer free transactions for ten times your monthly adwords advertising budget. I used it already, and find that its not a good alternative for PayPal or a merchant account. I preffer paypal because you can hold a balance in your account and transactions are instant. And I preffer merchant accounts because they offer you a virtual terminal to bill clients. As for an earlier statement in this thread that you cannot setup the system to automaticly give downloads after payment, this is inaccurate because Google does come with an API and you can create a script that would allow you to process a payment and send out download details.

That link is for buyers not for sellers. Sellers must be in the US with a US bank account but buyers are accepted from most countries - even those not accepted by PayPal. (see list of accepted buyer countries in the link above)
Google is in a BETA test with checkout, they have plans to expand eventually, I am sure UK will be one of the first places they will expand too.
