    google bowling is sabotaging someone else his site. by starting a negative amrketing campaign on their site... like bad reviews and bad neighbourhood links

    This is considered as a black hat SEO technique. Explains the exploit of getting a competitor banned in Google search results. In general, newer sites are more susceptible to Google Bowling as older sites are better established with a range of existing high quality links.

    Google Bowling is not bad if you will not use black hat method, Once can use this method for ORM (Online Reputation Management) where you will build links for the company's name instead of it's keyword, some call it reverse SEO.
