I had that experience before, it was a filter for 1 page I over optimized using same anchor. the good thing is that it comes back as soon as you change some of the anchors to similar kws
Am not quite sure if it's still working and more, but have seen some filters for any anchor text over optimization ?
It's a lot harder to GoogleBomb now then it used to be but it can be done, especially if your target domain has a lot of authority and trust (e.g. whitehouse.gov)
