Well it could be regarded as same thing as both of them are used for achieving better SERPs and high page rank. But Anchor text is the visible text in a hyperlink while Google bombing is something like you have many website that have links pointing towards one of your website with same anchor text, so that your main website would rank higher for that particular search term/anchor text. Google bombing is more of a technique.

Read about Google bombing & Anchor text. Google bombing consists of getting better ranks by taking advantage of how Google treats anchor text in it's ranking algorithms.

Google Bombing is just a term used to describe the widescale use of a certain keyword to link to a specific site, often used for hilarious results.

Now if you can get tens of thousands of people linking to your site using your specific keywords that would be heaven. :)

This is quite old for most of you, but for those who havent tried this, goto Google, type in "failure" (without the talking marks) and click "Im feeling Lucky" which (as you probably know) will take you to the first page. You'll find the results funny. :)

Google themselfs even make a note about these results, Goto Google, search as you normally would for the word "failure" and they have an adwords like bit saying "why these results?".
