I and I'm sure everynoe else is aware of this. Don't mean you put 3 ads on a page with 200 words. Google system sends out those emails automatically if there are not the max number of ads. Not like your site was personally reviewed by Adsense team and that is their suggestion. thousands of people get this message every day...

may be you had just 1 site on your adsense account ? I had 2-3 domains on the account earlier on so when 1 was banned, I was still able to use adsense on the remaining of them with out any issue.
I am pretty sure I am good with adsense, as I still get mails from adsense regularly and even advertising vouchers via postal mail every 2 - 3 months :p

may be its wise to have multiple sites on the adsense account to prevent ban of the entire account.

from when did google started accepting paypal payments

And traffic is useless when there are no advertisers. Its a commercial company and not a charity one has to remember that.

It's true that Google may be trying to maintain the quality of Adsense, but they have their excesses, too. That's why I don't so much like being at the mercy of a monopoly. I mean, my account has been disabled for months because I couldn't get the verification code delivered to my home address. Too bad.

I dont think its due to racial discrimination. A kind of co-incidence that most users who were banned are from Pakisthan. Most internet marketers from asian countries esp. south east asia target for temporary benefits. They just create a copied or low quality blog and dream for being a millionaire without much work. I had also the same attitude in the beginning but after being a member in DP, i learned a lot and saw a total different face of internet marketing. So, i am thankful to DP and senior members.

Google has not banned any Pakistani accounts.

You are the only one complaining.

Perhaps your website was against the policies.

    Actually you are wrong.
There have been many many Pakistani people complaining around the same time. Granted, I don't think Google attacked just Pakistan, and his site probably was doing something against their policies, but he is not the only one from Pakistan complaining.

It's wrong. Google is banning just Pakistani accounts. They are banning those accounts which is not according to TOS of Google Adsense.

I'm from Pakistan and I'm using adsense safely
