    when google cached the page and your submission as per as google critearea then convert into backlink.

    A backlink is made as soon as the link becomes live on said website.

    when the juice from the high PR site passes to the low PR sites then the link is called the Back link.

    when your link is live on the website means when it is visible on the website where your have linked it.

    if you want to be indexed very fast use www.pingomatic.com with every page that you build links on it ..
