Don't worry about your pagerank so much, just set the title tag of each page of your website to a keyword phrase you want to rank for, and then get links to those pages with anchor text that has the same keyword phrases as the page titles. Your pagerank will grow naturally over time with the more links you get.
It is indeed hard to determine google when it comes to page rank I guess it is their way so that people could not manipulate page rank . The increase of page rank really depends on how much you do something for your site/blog like backlinks and unique contents and their are more other ways too

Google's algorithm is secret, moreover it depends on the quality of backlinks and many many more facts including on-page SEO.. and also not all backlinks are counted by google.. So even if you have 10 backlinks .. they may be counted 1 or 2 .. No calculations can be made in this regard..
PR is very much depend on the value of backlinks that your site is getting, provided that your site is not penalized.

It is not the number of backlinks, but the quality of backlinks that is important. If you get backlink from high PR site you get high PR.
