My friend got this mail from google few days back.

    Hello,

We continually review all publishers according to our program policies (
    http://www.google.com/adsense/policies ) and Terms and Conditions (
http://www.google.com/adsense/terms ). During a recent review of your
account, our specialists found that tamper data was used to modify the
country listed in your account. Changing your address in this manner is a
violation of our policy guidelines. As a result, your account has been
disabled. Please keep in mind that Google reserves the right to disable
AdSense accounts or ad serving to sites that do not comply with our
    program policies.

Additionally, as stated in our Terms and Conditions, publishers who have
breached this agreement may not receive further payment. The earnings on
your account will be properly returned to the affected advertisers. Please
note that this step was taken in an effort to protect the interests of our
AdWords advertisers, and to maintain the quality of the AdSense program.

    Thank you for your understanding.

    Sincerely,

    The Google AdSense Team

well in some countries they are not allowed to create an account until their blogs reach 6 months. in such cases they register via another country and change the country by tamper data(it is a firefox add on)
