Google and z-index layers

Before I consider building a page with z-index layers, does Google index all z-index layers or will it only index the top layer?

Does the rule "what your users don't see, Google doesn't index" applies to z-index layers?

If your users don't see it, why would you want it to be indexed? :)

I'm building a "today in history" site. I have 13 menus, 1 that displays the months and 1 for each month that list the days. Those menus are calling an Iframe. I'd like that menu to be indexed and I wonder if i should build 1 page using z-index layers for my 12 menus or build different 12 pages.
