Google and JS redirects

I have noticed a lot of sites that rank well have static html pages that appear to use JS to immediately redirect.

I heard somewhere this is frowned on by Google. Is this true?

I have some static pages that I have optimized for keywords and linked through my site map and footer. On these pages I just make them look like the rest of my site and don't do any redirects.

What are your opinions on these types of optimized pages?

IMO Google counts JS redirects but does not show them as backlinks.
