its your ranking of a keyword in the allinanchor: search on google. basicly your rank for the links connecting with your site that have the keyword in the link text. -Dan
In google search for allinanchor:your keyword here see that your site is in search result for the specific keyword. It indicates that there are chances for your site to rank high (now or in near future)
or in the distant future i have ranked no.1 for my main keyword in allinanchor for almost 6 months 250 for normal serps
A couple of things worth noting, the Allinanchor:keyword keyword keyword search has to be done with no space between the colon and the first keyword and returns a list of sites that have all the keywords in the URLs. While I have never heard the term anchor rank I would suppose that it refers to your ranking in the allinanchor: search, but I have no way of knowing if after selecting the pages they are then ranked by the normal Google algo, or by some other means.

Agree I have high positions in allinachor for most of my sites. But they are nowhere to be found in the SERPs.
