Google Analytics Sampling under 500k Sessions

    Hello: I use the free version of Google Analytics and have a very strange problem with sampling on a few sites.

    According to Google's own documentation, "If the number of sessions in the property over the given date range exceeds 500k sessions, Analytics will employ a sampling algorithm" (source: https://support.google.com/analytics/answer/2637192?hl=en)

    On some of my properties, which have no View Filters applied, whenever I select date ranges with under 500k sessions and apply Custom Segments, I still get a lot of sampling even at the Highest Precision setting.

    How is this possible, if I'm looking at periods with less than 500k sessions? Shouldn't I be getting no sampling at all?

    Any insight will be greatly appreciated.
