In setting Goal, you need to give the final page of your website while conversion. A visitor comes to your landing page and passes through the final page means it is a conversion and Google Analytics see it as completion of goal. So, you need to give URL of your final page like thanks page, contact us page etc.

You can also set a goal path, so if you expect someone to come to a certain set of pages before reaching the goal adsense will make sure they went to those pages first.

Yes, If you see a certain page as conversion; you can add it in Google Goal to count it as completion of goal while visit.

instead of concentrating on goals you can look at the various statistics for your website and see where it needs to be improved such as

high bounce rates, time spent of the website, number of mobile phone users on the site, the location of website users

if you study this information you can plan how to make your website more suitable for the end user

and then try to look at what goals you need to establish
