    though this tool is easy to access by new user, only the experts can utilize this tool in right way..

    Yes it is.

    On you Webmaster Tools homepage, select "Manage Site", then select "Add or remove users".

    This will redirect you to a page, showcasing all the users associated with your webmaster tools account. You should see a button near the right that says "Add a new user".
