Google Allowing Black Hat SEO Ads?

In my Gmail sponsored links I saw an ad with the following text:
"Blackhat SEO Traffic - www.example.com - Steal Your Competitors Traffic Easy Web Marketing System"

Has anyone else come across something like this?

Is there a form that can be used to bring this to Google's attention?

They must be ok with it though to be approving it.

They will pick it up sooner or later. Looks like a marketing tactic to me.

I am sure that Matt Cutts would be very angry when he gets to know that, after he banned all the "buy links" ads on Google.
