Web proxy site is allowed, but they don't allow you frame or iframe content from other websites, as proxied page. which I got email from them. But if the conversion rate is too low or with too many fraudulent click, you'll be banned. I don't suggest put adsense ads on proxy if you care of the account, when you need the ads on other site of you. A lot of proxy owners' adsense account have been banned, especially by competitor abuse. If you're going to put adsense on proxy, try AdLogger please. Good luck
But I did hear someone using adlogger said that, no spiteful click, but still be banned. BTW, google will lower your rate if the conversion rate is low.
There are tons of thread already on this but my point is usually that the bans tend to come because of multiple clicks from the same ip. This is because a single school lab will use the proxy site and each computer will look like the same person. If you have other sites with AdSense, I personally wouldn't risk my account.
