Does AdWords offer a way to track visitors who have come to your website and then target those specific visitors with ads after they have left your website? If so, could you please tell me the term and possibly a link to learn more? If not, are there other advertising services that offer this? Term and link would be appreciated Thanks in advance!!!

with AdWords Website Optimizer tool to obtain the format of the most successful ad campaigns. and you can find the target visitors.
It's called Remarketing, or Re-targeting, and AdWords has such features. You can create several "audiences" and target each one of them with a separate ad. Each "audience" will typically have low volume, but potentially much higher conversion rate. See http://adwords.google.com/support/aw/bin/answer.py?hl=en&answer=173945
