Google Adwords & Rip-Off Adjuggler.com Rotator

Has anyone had any experience with an ad server named Adjuggler.com?

I've been getting a large number of bogus hits to my Google adwords via the Adjuggler.com partner network. Apparently they aggregate a number of advertiser feeds (including Google adwords) across their partner sites without any content matching, or at most, very poor contextual relationships.

I've written Google twice, only getting a single canned response about the site exclusion tool -- which of course I've implemented to no avail. My site stats show clicks from Adjuggler.com's banner ads that in turn cost me money (at Google), yet my Adwords account doesn't reflect the same clicks to the image ads.

Adjuggler.com's partners use ad rotators for everything under the sun resulting in no pre-qualification, no targeting, random meaningless ads within scrambled content and zero conversions.

Any input for how to stop this scam would be appreciated.

Running my own ad rotator would not prevent what I've described.
