I got some keywords which has 0 competition according to Google Keywords suggestion tool... i too search for that keyword in Google search, i don't find any paid ads for the keywords... google is displaying around Rs.15 ($0.3 USD) as CPC for those keyword...

But i can't pay Rs. 15 for single click... i can only pay Rs.2-4 per click...

is there any way to reduce the CPC ?

    Please help me...

The only way to reduce your CPC is to increase your QS. The way to increase your QS is to have ads that get higher CTR.

Lucid is right. You need to increase quality score to decrease the suggested CPC. Try to create targeted keywords with relevant adcopy.

Firstly do the keywords which have zero search volume hold relevance to you? If yes bid with a minimum CPC on those keywords and check for a couple of days, if they are delivering impressions and CTR's increase the bids accordingly. Try some A/B testing of ad-copy and you would then eventually have a campaign with set of keywords with increased quality score offering improved CTR.

the answer is to add some higher funds and "swallow" the money pill in order to get high CTR and QS and with time your CPC will decrease, as long as it is relevant to your website.
especially if you are a new advertiser.

Keywords that have zero competitor doesn't mean that the keywords is highly search .
if they keywords is zero competitor but yet less search result , then you will get less impression as well.
It not a good keywords in that sign .
Other than keywords, be smart of using call to action in description and link it to a correct landing page which do only sold that product.
