Google Adwords Activated Account Buying

    I dont have credit cards but desperately in need of Google Adwords Account. Is it against TOS to buy activated Google Adwords Account from buyers for promoting my affiliations

    1) Yes it is against the TOS to buy Activated Google Accounts
    2) Selling Accounts is not allowed here on DP

    anyways if I'm not wrong the activated accounts dont work anymore ...
