I know this may be a stupid question but when google keyword adword tools says exact match are they referring to people typing in a keyword phrase WITH the brackets? Thanks

YEs and no it bring both, just they have typed the words matching your words, the brackets just indicate that for you. im fairly sure it is the same order e.g "my keyword" will then bring people in who type = my keyword or "my keyword" but not keyword my or mykeyword

I would not say stupid question.

But the answer is : By exact match Google refer to keywords which match exactly the same as in your keyword list. Both ways the results come the same either you use the bracket or not. generally people don't use brackets. The best way to understand is in same ad group use all 3 match types and check your searches and statistics.

Let me know if it helps...

If you want to know that how many people search the term "make money online" then you can use exact search.
Broad will give you results in which the pages may contain the words like "make money online" but may or may not have
    searched by the people.
