No, it's not. Reciprocal links can and do occur organically.

Reciprocal link is relate to SEO not adsense, therefore it is not against TOS.

NO they are not against TOS. It's just that reciprocal links would not give you as much SEO benefits. That's all.

Reciprocal linking a general strategy to get back links form a relevant sites and bring some quality traffic for your site it's purely white hat technique and absence never against for these type of stuffs.
