They have listed the reason behind not accepting your application. Check the points, your domain must be disqualifying for at least one rule.

    # 1 How old is the website
    # 2 Is it www. com not http://website .com
    # 3 do you have copyrighted material on it
    # 4 is it 6 months old
    # 5 is it adult content
    # 6 does it have a policy page

These are your main reasons that is in order to get a approved any one of those will not get a adsense account.

You did not put your domain or url so we can decipher for what we know they did not accept your application. also there is new 6 months policy whereby you need to have your site up and running for the last six months. It's plain and simple as it was written and if you think you miss on one and that would the place to start. Those program policies have to be satisfied before you can really start to avail the privileges.

Google will check whois information to verify your registration with the domain registration. So that will not help.

Just get .com domain, outsource some article and make a simple content site.

Put contact us and privacy policy page. Social bookmark your website in several social bookmarking site and then submit it to google. They will accept you. It is not that tough.
