    From India, and if possible International too.
    (I dont know can i get payment, if i have International Adsense Account)

    you can apply google adsense for free,,I think this is not allowed to sell adsense account

    bestbeach is right. You can just go to google.com/adsense and apply adsense, dont buy/sell account.
    Adsense will send the check to your house, therefore ensure your payee name and house address is correct

    just apply for a new account from google.com/adsense - you cant borrow or use someone elses account plus like the other members said, you can easily get scammed or vise versa the person offering the account can end up getting their account banned...

    payee address can be changed and if we got money from card then this is also possible to buy adsense of other.
