I think thats what the message they are trying to send the competitors, may be Microsoft.
I don't think any individual can afford building a lab for testing such robot. Building is one part, then getting it work on extreme weather is another thing.

 

20 millions are not that much for such a demanding task.

that program is destined to fail...20M is too little and you're not even guarenteed that youll win the money..i wouldnt do something like that

 

I think they know it will fail. Its just marketing, see we all are talking about it...
