Using feedbacks to sort and rank results was originally a patent owned by IBM. Google is turning the table by powering it via Social web. Yes, it will effect the rankings alot if the other user is Logged in. Google is keeping its promise of using social reputation for rankings...

This FAQ will give you answer of your questions in a better way....

The way it is currently set up, no. However, once Google goes to a FULLY CROWDSOURCED model for that feature, it will have a bigger effect.

I'm really not looking forward to the new model. I'm just starting to learn the old one.

Well I dont really agree with most of us here. I think this is just another measure to divert the minds of the sad and angry SEOs who have lost their hard work and money in the panda theory introduced earlier. BTW this will not have any effect on the SEO or promotion of your web content in google. Yes Google is promoting it very wisely so more and more people will be attracted to it, but I guess eventually it will be out of the news soon.
