There are so many options. The site which I use constantly is http://www.w3schools.com/html/default.asp. They have tutorials for CSS, PHP, JavaScript etc. I think quackit.com also offers similar html tutorials. http://www.quackit.com/html/tutorial/introduction.cfm And there are many such sites..Just do a google search.
W3 schools is great for learning the basics like css. I used Microsoft Expression to create websites - it is WYSIWYG means of creating and helps you see how all the different elements slot together. Learn html and css to start with and then start using scripts for rotating images etc. For design principles try web design basics and web design beyond the box
