I want to advertise my site. What's a good PPC program that takes Paypal and has good conversion rates and relevant, cheap ads?

I've seen some bad stories about them online, but I'll look into it more, thanks.

I'm not looking for cheap traffic..

No they don't. They payout through paypal but Advertiser accounts need a credit card.

I'm trying to advertise my site, not publish ads on my site. And I have a bidvertiser account, and they suck. The ads are completely irrelevant and they only show the lowest paying ads on my site.

    I'll check them out, thanks.

I've already said I don't want that kind of traffic. I want a normal ad program like adwords. I don't want people getting paid to visit my site, I want them to come out of interest.

It seems like you are looking for the wrong things in a quality network. There is nothing wrong with PayPal, but if you can't pay with a normal debit/credit card I don't think that bodes well for you as an advertiser.
