    Neat Image Reduce Noise / Imagenomic Noiseware / Picture Code Noise Ninja - noise removal (all three are very good)
    Vertus Fluid Mask - background removal (industry leader)

    You did not say what kind of filters you're after - image effects, photo editing, etc.

    general plugins, none specifically, just good plugins for me to try and mess about with :)
