What are some good free signup affiliates ? and there offers. Preferably ones that do not require a credit card. I can add to my new incentive site. Is there a list?

Yes you should be able to do that, but always read the TOS of each affiliate and/or affiliate product.

Some people use CPA affiliate networks for their incentive site offers, but you have to monitor your traffic for fraudulent affiliates using your site to make money through fraudulent signups.
