CTRs will vary depending on your position (top ads get higher CTR than lower ones). Your ad will also have a huge effect on CTR. Different niches will have different CTRs. A good ad in one niche in first position may get 15% CTR while another niche may get 5% in the same position and both be considered good. Therefore, there is no "good" or "bad" CTR. You can't go by your absolute CTR and say it's good or bad. You have to look at your Quality Score. QS is the barometer of how well your ad is doing compared to competitors. See Adwords FAQ for more.

That depends on how much you invest.

Why are two responses about budget and bid? What has that got to do with having high click rates or high QS?

    Nothing!

Quality score is in no way related to budget. It is in no way related to how high or low you bid. It's all about the quality of your ads as measure by the click rate. A higher click rate is indicative that more people like it and thus of higher quality.

You cant ask what is a good CTR for a keyword! Every keyword is different and therefore will different CTRs.
It also depends on your competition's CTR and Ad ranking.
