A good publisher CPM banner advertising system. Things they must have..
    • They can't require certain page views as the site is new.
    • Payment by paypal
    Anyone know any?

I have never tested the banners on this network, but they do offer Banner Ads and they do also seem to accept small sites with not much traffic. Some quick details of this CPM ad network can be found here.

That's the only one I can think of right now, but good luck with your site.

Thanks and it does say they require 2,000 page views in their TOS.

That doesn't really sound like a good way for you to go if 2,000 page views is too many. If you have quality traffic you could make a lot more with Google Adsense.

It depends on your niche. If you do your adsense well, you can make hundreds of dollars per month using AdSense. There was a poll done a while ago here that showed that most webmasters don't click AdSense links, ever. If we were the average population, nobody would make any money using AdSense, but regular people do which does make it worth it.

If your site is a forum, though, I would go with CPM, as in forums the clickthrough rate tends to be very low.
