Going the Start Adwords- Thinking about Postion

Hello Dears, I wana start advertising through adwords, Plz tell me how can I get 1st position on the content ads ( ads showed on publishers sites ).
I am not interested in search result position. I want to be #1 position on publishers content ads.

Is cpc also counts on content ads, and so i have to bid more for top position on content ads ? .

I think you can choose content network only.

then select 1 as your position preference and bid high.
