Well, sure you could probably find someone here to write an article on that general topic for $5-10 for the article. But since you said "for an article of this standard", that's not going to happen. I didn't thoroughly read the whole piece, but from looking it over, I'd say the writer obviously is comfortable with the industry "lingo", and probably didn't have to do background research other than getting particular specs or perhaps conducting an interview, just to know what they're talking about. For someone who could write to that standard, you could be paying $.25-$1/word (this article's a bit over 1000 words I believe). So not cheap. You might find someone familiar enough to give you decent quality who's just starting out, who might do it for around $.05-.10/word. Even that would be in the $50-100 range for the one article. I won't speak for photographers on their rates, but it would likely depend on whether you really required unique photos (and whether the photographer's willing to sell you the full copyright or just limited usage rights). If it's product-oriented, the manufacturer very possibly has photos you can use for free in their press room / media kit that they make available if you want to cover their products.
Ok thanks jhmattern, I think the webmasters actually wrote the article themselves, as most articles on the site are by him or another person. By the sounds of it it's probably best just to ask people what their standard rates are then.

You could go that route by simply asking for quotes. If you're looking some something more similar quality- and niche-wise, it might be good to ask for specifically automotive-related samples as well. Otherwise you'll likely be bombarded with a lot of low quotes from general writers. That way you'll be able to guage their understanding of the topic matter as well as their general writing skills and whether they can write well enough language-wise for your needs.
Yeah, I've started with that, just requesting quotes, as I already have a small list of potential photographers. If worst comes to worst, i can always write articles myself as I have knowledge in my niche and good english skills.
