It means they will take your $18.99 but you will probably never get the domain name you want. Find a different name and buy that instead.

Basically theres an industry called Drop Catching.

Operations like godaddy will have lists of all the domains (or most) and will find out when those domains will drop. When they know it will drop in the next 72 hours they will spam status requests at Nominet in the UK, is it Verisign in the US? Anyway, when that request says the domain is now unlocked, godaddy will spam a buy request - along with all the other drop catchers. It's a huge industry and just another reason why we have holding pages on what feels like 90% of the web now....

Probably. When lucky, and some huge $$$ later. Nothing is guaranteed, only that you pay for it.
I think these backorders are only rarely successful, and just a big buck earning vehicle for the registrars like godaddy who sell domain names for dumping prices only to earn money on other services like this one.

Right after the .me frenzy started, it took me one long hour to register first batch of three domains.

It's possible that you'll get it after the delete period...but if it is a popular domain...it is not likely.

All in all, unless you really want that particular domain badly...you are better off using that money to just register
    a comparable domain.

I would just find another domain name because its not worth the wait and the money. If it's a popular name, then forget about it unless you have the cash.
