its not a technical error, it looks like your plan is restricting you, so your best help will be contacting godaddy itself and ask for help

your plan is restricting you to install wp, godaddy has too many restrictions and they always want you to upgrade. change your host to something like myhostbots.com , where you dont have stupid restrictions
You can install them yourself if they do not offers automate solution such as Fantastico. It is very easy and many tutorials available on wordpress.org
It sounds like your GD hosting package doesnt have the features needed for WordPress Hosting (PHP, MySQL DB, etc) - you'll need to contact their support for specifics - after all that is what you're paying them for. Follow the instructions on the 1st match result in google ?
I assume your godaddy hosting package is including mysql server + php so I think you can got it installed without any problem.
