is this one a new thing? just encountered it for the first time. I reckon this is going rightfully to piss off many people. anyone else had seen it too?

Yesterday i created my Gmail account no . 100xxx (forget the count) but no activation code for requested ! Maybe this is regional or IP issue.
It doesn't happen every time, only if Google suspects you're only creating gmail accounts for spam purposes.
Hi, zenalisha here, u r right google need a sms activation code for any new gmail a/c. this is for authentication process and i think when u will use different ip for ur different a/c then u will get out of this problem.
Old news. But it gets activated only a few times during the day. I've made account without the sms feature
