I guess you have 1) multiple gmail accounts 2) when registering, you unchecked web history. 3) You've been logging in to gmail with that same Ip.

guess gogle checks those 3 things before it asks you to verify via sms.

Gmail has implemented SMS verification to prevent people or rather IPs that have signed up from multiple accounts in the past from possibly abusing their service. So, if you've created an account or one has been created from your IP, there's a chance you'll get hit with the SMS code verification.

Alternatively, if you need to create another account on Gmail, you can just invite yourself and then sign up from another computer or something to that affect. They are tracking IPs now very heavily considering all that has been going on lately.

Blackhatters have been creating Gmail accounts by the thousands. People have been squatting on emails, much like people do with domains. So, they are just trying to make sure their service is used for legit purposes.

And it's still free! I haven't been asked yet to pay for my email account.

Hello guys, I am facing this thing too but its just a verification not that I have to pay or something!
I have made my account by verification and I liked it. This can prevent spammers to make thousands of emails and stuff. Cheers!

Google Mail aka Gmail is absolutely free. Gmail is testing new SMS verification system in USA, that is because for two reasons.
1> Avoid Spam Bots to create multiple accounts.
    2> Ease password reset option.

    thanks,
