Gmail account creation error

Well, I have a job to make lots of gmail accounts everyday of different regions. When I create accounts of US, UK or other western countries, I do this in hurry and it doesn't ask me for any mobile verification code. But when I want to create accounts of Asian countries, it asks me for mobile activation. Is it necessary? Can I avoid it by any cheat or something? Please help me.

The point of the mobile activations is precisely to avoid the creation of multiple pointless accounts, and hopefully, Google will take even stricter actions in the future. (ex. only allowing one account per mobile activation)

Well.. There's no cheat available as ling as I know.
You have to confirm the mobile number to get the account created.
